The Legislative Black Caucus celebrated a significant victory in 1986 when Governor George Deukmejian signed Assembly bill 134. Authored by Assembly Member Maxine Waters, AB 134 fortified California's opposition to the apartheid government of South Africa through divestment. California would eliminate its investments with firms affiliated with South Africa until the apartheid regime ended.
