Just as the Oakland A’s were preparing to face the San Francisco Giants at Candlestick Park in Game 3 of the 1989 World Series, the Bay Area was rocked by an earthquake that measured 6.9 on the Richter Scale. It was the biggest earthquake to hit San Francisco since 1906 and caused the collapse of the double deck Cyprus Freeway and a 50–foot section of the Bay Bridge. The Loma Prieta Quake, as it was later called, caused the deaths of sixty–three people.

Governor George Deukmejian commissioned a panel of experts to review the causes of the collapse of transportation structures during the earthquake. The Commission found that during the earthquake, the section of the eastern span that was located at Pier E9 shifted seven inches towards Oakland. They concluded that this movement caused the closure spans of the Bay Bridge to fall when the bolts that connected the pier with the 290–foot truss span to the east failed.

Following the Governor’s Commission report, Caltrans instituted a study to determine the best way to make the eastern span of the bridge safer during an earthquake. In 1997, Caltrans along with the Business, Transportation and Housing Agency supported construction of a replacement bridge for the eastern span, citing cost as the biggest reason.
